Title: ●Revisions to Provisions Governing Alternative to Source-Specific Best Available Retrofit Technology (BART) Determinations, Limited SIP Disapprovals, and Federal Implementation Plans 
Abstract: This action will revise provisions in the Regional Haze Rule to substitute requirements of a recently adopted regional cap-and-trade program (the Cross-State Air Pollution Rule) for source-specific Best Available Retrofit Technology (BART) determinations in certain states. This action will also finalize Federal Implementation Plans to allow this alternative approach to immediately take effect so that the Agency and states can meet their obligations to finalize Regional Haze requirements.The focus of this action is to present results of an air quality modeling analysis that assesses whether emission reductions achieved through implementation of a regional cap-and-trade program in certain states results in greater improvements in visibility at Class 1 areas than presumptive source-by-source BART.
