Title: Electronic Reporting Under the Toxic Substances Control Act (TSCA) 
Abstract: EPA is proposing to replace paper reporting with electronic reporting of the information that must be submitted under the Toxics Substance Control Act (TSCA) sections 4 (including enforceable consent agreements (ECAs), 5, 8(a) Preliminary Assessment Information Rule (PAIR), and 8(d). In addition, EPA is amending TSCA section 5 reporting regulations at 40 CFR 720, 40 CFR 723, and 40 CFR 725 to electronic reporting for Notices of Commencement of Manufacture of Import (NOCs) and support documents (e.g. correspondence, amendments, test data) relating to TSCA section 5 notices submitted to EPA prior to April 6, 2010, the effective date of the electronic-PMN final rule. A Notice providing guidance pertaining to TSCA section 8(e) "Notification of Substantial Risk" will also be issued indicating that EPA will accept 8(e) notices submitters might choose to submit electronically to the Agency. Both actions are intended to streamline the reporting process, reduce the administrative costs associated with submission and recordkeeping required for the rules, and establish standards for using EPA’s Central Data Exchange (CDX), which provides a single portal to enable electronic submission of forms, reports, and other documents to the Agency.
