        <ABSTRACT>This rulemaking would amend the regulations for crewmember and dispatcher training programs in domestic, flag, and supplemental operations.  The rulemaking would enhance traditional training programs by requiring the use of flight simulation training devices for flight crewmembers and including additional training requirements in areas that are critical to safety.  The rulemaking would also reorganize and revise the qualification and training requirements.  The changes are intended to contribute to reducing aviation accidents.</ABSTRACT>

            <STMT_OF_NEED>This rulemaking is part of the FAA's efforts to reduce fatal accidents in which human error was a major contributing cause.  The changes would reduce human error and improve performance among flight crewmembers, flight attendants, and aircraft dispatchers. National Transportation Safety Board (NTSB) investigations identified several areas of inadequate training that were the probable cause of an accident.  This rulemaking contains changes to address the causes and factors identified by the NTSB.</STMT_OF_NEED>
            <LEGAL_BASIS>The FAA's authority to issue rules on aviation safety is found in title 49 of the United States Code.  This rulemaking is promulgated under the authority described in 49 U.S.C. 44701(a)(5), which requires the Administrator to promulgate regulations and minimum standards for other practices, methods, and procedures necessary for safety in air commerce and national security.</LEGAL_BASIS>
            <ALTERNATIVES>During the Notice of Proposed Rulemaking (NPRM) phase, the FAA did not find any significant alternatives in accordance with 5 U.S.C. section 603(d). The FAA will again review alternatives at the final rule phase.</ALTERNATIVES>
