Title: Value Engineering
Abstract: This rulemaking would amend 23 CFR part 627 to implement changes made to 23 USC 106 by section 1904 of SAFETEA-LU. Specifically, section 1904 requires a Value Engineering analysis for bridge projects over $20 million and any other project designated by the Secretary. It also allows the Secretary to require more than one Value Engineering study of a major project. This rulemaking will also address opportunities when an analysis could be conducted during the planning, development, and construction of projects, and address changes in industry practices regarding methods to conduct Value Engineering studies.
