Title: ●Revision of the National Standard 1 Guidelines 
Abstract: National Standard 1 (NS1) of the Magnuson-Stevens Fishery Conservation and Management Act (MSA) states that conservation and management measures shall prevent overfishing while achieving, on a continuing basis, the optimum yield from each fishery. NOAA's National Marine Fisheries Service (NMFS) will seek initial public comment on potential revisions to the NS1 guidelines at 50 CFR 600.310 through an advanced notice of proposed rulemaking. Based on comments received, NMFS may then consider revising the guidelines through a proposed and final rulemaking. The Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006 was signed into law on January 12, 2007, and amended the MSA to include new requirements for annual catch limits (ACLs) and accountability measures (AMs) to end and prevent overfishing in Federal fisheries. NMFS revised the guidelines for NS1 on January 16, 2009 (74 FR 3178) to provide guidance on how to comply with the new ACL and AM requirements. Since 2007, NMFS and the Regional Fishery Management Councils have been implementing the new ACL and AM requirements. Based on experience gained from implementing ACLs and AMs, NMFS has developed new perspectives and identified issues regarding the application of the NS1 guidelines that may warrant them to be revised to more fully meet the intended goal of preventing overfishing while achieving, on a continuing basis, the optimum yield from each fishery.
