Title: Revising the Special Rule for Importation of Ivory From African Elephants (Loxodonta africana spp.)  
Abstract: We propose to revise our existing special rule under section 4(d) of the ESA for African elephants (Loxodonta africana spp.) in order to allow for the import of ivory specimens for scientific and law enforcement purposes. Since import for these purposes may support the conservation of the species, we seek to amend this rule to ensure that it does not prohibit activities that would support the purposes of the ESA.
