Title: Revisions to Provisions Governing Alternative to Source-Specific Best Available Retrofit Technology (BART) Determinations, Limited SIP Disapprovals, and Federal Implementation Plans 
Abstract: This final action will finalize provisions in the Regional Haze Rule to substitute requirements of a regional cap-and-trade program (the Transport Rule, otherwise referred to as the Cross-State Air Pollution Rule) for source-specific Best Available Retrofit Technology (BART) determinations in certain states. This action will also finalize Federal Implementation Plans to allow this alternative approach to immediately take effect so that the Agency and states can meet their obligations to finalize Regional Haze requirements. This final action responds to comments received during the public comment period.
