Title: ●Response to Petitions for Reconsideration, Designated Seating Position and Seat Belt Assembly Anchorages 
Abstract: This rulemaking would respond to remaining issues regarding petitions for reconsideration received in response to a final rule. On October 8, 2008, NHTSA published a final rule amending the definition of the term, "designated seating position," as used in the Federal motor vehicle safety standards, to more clearly indicate which areas within the interior of a vehicle meet that definition. The final rule also established a calculation procedure for determining the number of designated seating positions at a seat location based upon seating surface width for passenger cars, buses, and light trucks and multipurpose passenger vehicles with a gross vehicle weight rating (GVWR) less than 4,536 kilograms (kg) (10,000 pounds (lbs.)). On December 23, 2009 (74 FR 68185), a partial final rule responding to petitions for reconsideration was published that allowed one additional year of lead time so that vehicle manufacturers would need to start complying with the final rule on September 1, 2011. This final rule would address the remaining petitions for reconsideration and requests for interpretation of the October 2008 final rule. These include changes to the adopted definition of a DSP, the seating surface measuring procedure, countermeasure definition, and the DSP calculation. It would also address technical corrections, similitude with draft SAE J1100:2009, consumer information labels for non-DSPs and petitions on preemption.
