Title: Noncompetitive Appointment of Certain Former Overseas Employees  
Abstract: The U.S. Office of Personnel Management (OPM) will publish regulations to clarify that an employee's same-sex domestic partner qualifies as a family member for purposes of overseas employment. These regulations will provide same-sex domestic partners with equal access to the same benefits of employment that other family members receive under these rules.
