Abstract: This direct final rule would implement a new system of NIH records related to NIH police records. It would exempt the system of records from certain requirements of the Privacy Act to protect records compiled in the course of NIH inquiries, prevent disclosure of investigative techniques, and protect the identity of confidential sources and law enforcement personnel in these nvestigations. FDA is developing a similar rulemaking. | |
