Title: Electronic Reporting of Toxics Release Inventory Data Under the Emergency Planning and Community Right-to-Know Act (EPCRA) | |
Abstract: Currently, facilities must report to the Toxics Release Inventory (TRI) program electronically via the Toxics Release Inventory-Made Easy Web application (TRI-MEweb) or by paper. The Environmental Protection Agency (EPA) proposed to require facilities to report nonconfidential information via TRI-MEweb. Facilities reporting trade secrets would continue to file paper forms. The use of TRI-MEweb will help ensure data accuracy, while also enabling the Agency to more effectively provide the public with access to the latest TRI data on toxic chemical releases and other waste management within communities. This rule promotes EPA efforts to eliminate paper-based submissions in favor of electronic reporting following the direction providing by the Government Paperwork Elimination Act, which requires Federal agencies to provide for electronic reporting when practicable. For over a decade, EPA has promoted the use of electronic reporting for TRI data, with 95 percent of TRI facilities reporting TRI data electronically for RY 2010. This rule is a continuation of this policy to promote electronic reporting. | |
