EPA/AR RIN: 2060-AR18 Publication ID: Spring 2013
Title: Air Quality Designations for the 2010 Sulfur Dioxide Primary National Ambient Air Quality Standard
Abstract: This final action will establish initial air quality designations for some areas of the United States under the revised 2010 SO2 Primary NAAQS. Designations of attainment, nonattainment, or unclassifiable are based on air quality monitoring data, air quality modeling data, and other relevant information pertaining to the air quality in the affected area, including whether an area contributes to a violation of the standard in a nearby area. EPA is required to make the final initial designations no later than 2 years from the June 3, 2010, promulgation of the revised NAAQS. On February 7, 2013, the EPA proposed to designate 30 potential areas as "nonattainment" in locations where available monitoring data from 2009-2011 indicate violations of the 1-hour SO2 standard. Also on February 7, the EPA signed the FR announcing a 30-day public comment period and States will have until April 8, 2013, to comment. The EPA intends to complete designations for these nonattainment areas in June 2013. The EPA is not yet prepared to respond to State and tribal area designation recommendations for other areas, and intends to address those areas in a subsequent round or multiple rounds of responses and designations.
