Title: Review of New Sources and Modifications in Indian Country; Definitions and Exempted Units and Activities 
Abstract: This rule will propose whether to exempt additional units or activities from the minor NSR program in Indian Country that was published on July 1, 2011. We are proposing to add additional categories to that list to make the list more similar to State exemption lists, where possible. The final rule used the term "commence construction" for certain permitting deadlines but the term was not defined. While "commence" and "construction" are defined in the major NSR provisions, and referenced in the minor NSR rule, we think implementation would be easier if commence construction is defined with the minor NSR rule. Additionally, we are proposing to reconsider the provision in the tribal minor NSR rule that requires a 30-day notice to the permitting authority prior to relocation of a minor source.
