Title: Disclosure to Consumers Regarding On-Demand Air Taxi Services
Abstract: This rulemaking would create a class of indirect air carriers called air charter brokers to provide indirect air transportation of passengers aboard small and large aircraft, pursuant to single entity charter contracts. This rulemaking would grant air charter brokers authority to hold out, sell, and arrange single entity charter air transportation by exempting them from certain provisions of Subtitle VII of Title 49 of the United States Code, provided they comply with the provisions of this rule. These provisions would include a prohibition on air charter brokers holding out in a manner that could induce a reasonable person to think that they are direct air carriers. It would also require that air charter brokers contract only with duly authorized direct air carriers.
