Title: Major Capital Investment Projects (RRR) 
Abstract: This rulemaking will create a new regulatory framework for FTA´s evaluation and rating of projects seeking funding under the discretionary New Starts and Small Starts programs authorized by 49 U.S.C. 5309. Specifically, this rulemaking will simplify the measures for assessing the mobility improvements and cost-effectiveness of projects; will place greater emphasis on the environmental benefits of projects and the effects of projects on local economic development; will clarify the criteria for assessing the local financial commitment of project sponsors; will streamline the evaluation process for projects that remain within a certain envelope of cost and scope during the project development process; and will provide a very quick evaluation process for certain types of projects seeking funding under the Small Starts program.

Additional Information: Includes Retrospective Review under E.O.13563: Anticipated cost savings: FTA estimates current overall New and Small Starts annual paperwork burden hours to be approximately 275 hours for each of the estimated 135 respondents totaling 37,070 hours and annual costs totaling $2,780,250. The proposals in the NPRM and accompanying proposed guidance, if adopted, would modify the time required to prepare and submit an applications. Thus, FTA estimates burden hours would be approximately 260 hours for each of the estimated 135 respondents totaling 35,070 hours and annual costs totaling $2,630,250.
