Title: Bulk Packaging To Allow for Transfer of Hazardous Liquid Cargoes 
Abstract: The final rule would permit the use of United Nations-approved portable tanks for the transfer of hazardous liquid cargoes to and from portable tanks on vessels. The rule would align Coast Guard regulations with the Department of Transportation's Hazardous Materials Regulations and the International Maritime Organization's International Maritime Dangerous Goods Code for the construction and use of portable tanks. The use of certain Intermediate Bulk Containers (IBCs) would also be allowed for the transfer of additional hazardous liquid cargoes to and from vessels.
