Title: Protection of Stratospheric Ozone: Adjustments to the Allowance System for Controlling HCFC Production, Import, and Export for 2015 Through 2019 | |
Abstract: EPA is proposing to adjust the allowance system that controls the U.S. consumption and production of ozone-depleting substances known as hydrochlorofluorocarbons (HCFCs) to lower the amount of available allowances. The U.S. is obligated under the Montreal Protocol on Substances that Deplete the Ozone Layer to limit HCFC consumption and production in a stepwise fashion achieving specific levels by specific dates. This rulemaking would implement the next phasedown step under the treaty, a reduction to 90 percent below the production and consumption baselines beginning January 1, 2015. While much less destructive to stratospheric ozone than chlorofluorocarbons (CFCs), HCFCs contribute to ozone depletion and alternatives are available. The HCFC allowance system is part of EPA's program to phaseout chemicals that deplete the stratospheric ozone layer. Protection of the stratospheric ozone layer helps reduce rates of skin cancer and cataracts. | |
