Title: National Shipping Authority, Ship Manager Citizenship | |
Abstract: The Agency is considering whether to revise its longstanding citizenship requirements for Ready Reserve Fleet and National Defense Reserve Fleet Ship Managers and General Agents. MARAD´s current regulation requires that ship managers meet the highest citizenship standard (referred to as Section 2 Citizenship) at every tier of ownership. The criteria are over 50 years old. It has been 20 years since we last queried the public on this issue. Our decision then was to leave the requirement unchanged. We are seeking to ensure whether the citizenship criteria are relevant and current with US maritime commerce today. | |
