Title: Station Blackout Mitigation Strategies [NRC-2011-0299] | |
Abstract: The NRC published an Advance Notice of Proposed Rulemaking (ANPR) on March 20, 2012 (77 FR 16175), to seek public comments on potential changes to the Commission's regulations that address a condition known as station blackout (SBO). SBO involves the loss of all onsite and offsite alternating current (ac) power at a nuclear power plant. A central objective of this rulemaking would be to make generically applicable requirements previously imposed on licensees by EA-12-049 "Order Modifying Licenses with regard to Requirements for Mitigating Strategies for Beyond-Design-Basis External Events," while ensuring that the new requirements are properly integrated with the existing SBO requirements in 10 CFR 50.63. This regulatory action is one of the near-term actions based on lessons-learned stemming from the March 2011, Fukushima Dai-ichi event in Japan. | |
