Title: Onsite Emergency Response Capabilities [NRC-2012-0031] 
Abstract: The proposed rule would amend the Commission's regulations by revising and adding new regulations governing the use and training requirements of Emergency Operating Procedures (EOPs), Severe Accident Management Guidelines (SAMGs), and Extensive Damage Mitigation Guidelines (EDMGs) by implementing the Recommendation 8 of the Fukushima Near-Term Task Force report. The NRC published an Advanced Notice of Proposed Rulemaking (ANPR) on April 18, 2012 (77 FR 23161) to seek public comments on the potential changes to the Commission's regulations that address onsite emergency response capabilities for nuclear power plants. The public comment period for the ANPR ended June 18, 2012; eighteen document submissions were received on the ANPR. The NRC published a draft regulatory basis document on January 8, 2013 (78 FR 1154) to support the potential amendment of its onsite emergency response regulations. The public comment period for the draft regulatory basis ended February 22, 2013; seven document submissions were received on the regulatory basis. The draft regulatory basis is now being finalized to support the proposed rulemaking process.
