Title: SAMHSA Confidentiality of Alcohol and Drug Abuse Patient Records 
Abstract:

The NRPM amends 42 CFR part 2 to update the regulations for the modern health care context with respect to electronic health records and health information exchanges. The regulation revision would be to facilitate the inclusion of substance abuse (including alcohol) related clinical information from programs and activities covered by 42 CFR part 2 and related data in the modern health care infrastructure while maintaining or strengthening appropriate patient privacy protections. The revisions to the regulations would remain consistent with 42 U.S.C. 290 dd-3 and 42 U.S.C. 290 ee-3.
