Title: Ballast Water Management Reporting and Recordkeeping
Abstract: This rulemaking would amend the ballast water management reporting and recordkeeping requirement in 33 CFR part 151, subparts C and D. Obtaining a more complete understanding of vessels' ballasting operations supports the Coast Guard's broad roles and responsibilities of maritime safety and environmental stewardship. This rule would allow most vessels to submit ballast water reports after arrival to the port or place of destination, providing them more flexibility in fulfilling the reporting requirements. The Coast Guard would also require vessels with ballast tanks operating solely on voyages between ports or places within a single Captain of the Port Zone to submit annual reports of their ballast water management practices.
