Title: Rosa's Law 
Abstract: Rosa's Law (Pub. L. 111-256) changes the reference to "mental retardation" in Federal law to "intellectual disability" or "intellectual disabilities" and directs agencies to amend their regulations accordingly. The final rule implements this statutory change in applicable Department of Education (Department) regulations.
