Title: Abrir La Sierra Bank, Bajo de Sico, and Tourmaline Bank Consistency Amendment | |
Abstract:
The regulatory amendment would establish consistent regulations among three management areas off the west coast of Puerto Rico, Abrir la Sierra Bank, Bajo de Sico, and Tourmaline Bank, while ensuring adequate protection of spawning aggregations of reef fish and the benthic habitat supporting those aggregations, which also serves as residential, recruitment, and foraging habitat for a variety of species. Regulations differ among these areas within Federal waters, as well as between State and Federal boundaries for the two areas (Tourmaline Bank and Bajo de Sico) that cross the two jurisdictions. In particular, the proposed action would: 1) modify the length of the seasonal closures, 2) modify reef fish, spiny lobster, and Highly Migratory Species fishing regulations, 3) modify anchoring restrictions, and 4) modify spearfishing prohibitions within the management areas. |
