Title: Coastal Migratory Pelagics Framework Amendment 2
Abstract: Coastal Migratory Pelagics Framework 2 proposes alternatives that would reduce the complexity of the trip limit system for Atlantic migratory group Spanish mackerel. Since the trip limit system was put in place, fishery conditions and regulations have changed, reducing the need for an adjusted quota system. Amendment 20B to the Fishery Management Plan for the Coastal Migratory Pelagics Resources in the Gulf of Mexico and South Atlantic Region proposes to establish Northern and Southern Zones and quotas at the North Carolina/South Carolina boundary for Atlantic migratory group Spanish mackerel. The South Atlantic Fishery Management Council is considering changes to the trip limit system that will apply to Southern Zone rather than just Florida. Additionally, the Spanish mackerel annual catch limit will increase from 3.13 million pounds to 3.33 million pounds if Coastal Migratory Pelagics Framework Amendment 1 is approved for implementation. The intent of Coastal Migratory Pelagics Framework 2 is to tailor the current trip limit system for Atlantic migratory group Spanish mackerel to these changes in current fishery conditions and new catch limits, while increasing social and economic benefits of the Coastal Migratory Pelagics fishery.
