Title: Sablefish Permit Stacking Program Review, Phase 1 Measures 
Abstract:

This proposed action is comprised of the following three measures. First, this action would require that landings that include any amount of sablefish be recorded on an electronic fish ticket that documents all species landed as well as the associated Federal groundfish permit number or, in the case of open access landings, either a State or Federal vessel documentation number per state requirements. The purpose of the electronic fish ticket is to consider implementation of a requirement for an electronic fish ticket to capture essential fishery catch data for non-trawl groundfish fisheries. This measure is needed to improve catch accounting and to enforce sablefish tier limits in the primary fishery such that the integrity of the catch share program is maintained. This action will also create a limited exemption from the own/hold control rules for the permit stacking program whereby eligible owner(s) of vessel(s) registered to a sablefish-endorsed limited entry permit could apply to NMFS for an exemption that, if granted, would allow the person to own up to 20 percent of up to two vessels registered to other tier-endorsed limited entry permits without having the permits registered to the vessel(s) count against the individuals three-permit own/control limit. The purpose of the own/control limit measure is to create a limited exemption from the control limit on the number of limited entry fixed gear permits owned or held by a single entity. The need for this measure is to accommodate fishing enterprises that participate in both the Alaskan fixed gear sablefish and halibut IFQ program (Alaska IFQ program) and the West Coast primary sablefish fishery. Finally, this action would allow a vessel to be registered to a limited entry fixed gear permit and limited entry trawl endorsed permit at the same time.
