Title: Taking of Marine Mammals Incidental to the United States Navy Joint Logistic Over-the-Shore Training Activities in Virginia and North Carolina
Abstract: This rule proposes regulations to authorize Navy conduct of Logistic Over-the-Shore training exercises using temporarily constructed Elevated Causeway System, Modular to deliver containers, vehicles, and bulk cargo ashore without lighter craft having to enter the surf zone. The construction of Elevated Causeway System, Modular involves in-water pile driving and pile removal and will generate noise that has the potential to harass marine mammals that could be present in the action area. The proposed Joint Logistic Over-the-Shore training activities would occur at the Joint Expeditionary Base Little Creek-Fort Story in Virginia and at Camp Lejeune in North Carolina. The training is expected to occur any time of the year, but no more than once annually at Joint Expeditionary Base Little Creek-Fort Story and once at Camp Lejeune.
