Title: Proposed Amendments to the Export Administration Regulations: Removal of Special Comprehensive License Provisions 
Abstract: In this rule, the Bureau of Industry and Security (BIS) proposes to continue updating export controls under the Export Administration Regulations (EAR) consistent with the Retrospective Regulatory Review Initiative. Specifically, BIS amends the EAR by removing the Special Comprehensive License authorization. This rule also proposes conforming amendments.
