Title: Collection of Data Used to Assess the Commercial Industrial Data Base Pursuant to the Defense Production Act of 1950 
Abstract: This rule would set forth the Bureau of Industry and Securitys (BIS) procedures for conducting surveys to implement its role in assessing the commercial industrial base pursuant to the Defense Production Act of 1950 as amended (DPA). Specifically, this rule would provide a concise, authoritative source of information about (1) BISs authority to conduct such surveys, (2) the purpose for which such surveys are conducted, (3) the standards for treating information as confidential, and (4) the penalties for not complying with surveys. In addition, this rule implements the requirement of the DPA to issue regulations insuring that the scope and purpose of the [studies] . . . have been defined by competent authority, and it is assured that no adequate and authoritative data are available from an Federal or other responsible agency. This rule is intended to promote compliance with reporting requirements, thereby strengthening the accuracy and completeness of survey responses resulting in more reliable industrial base reporting and, ultimately, advancing the national security and economic interests of the United States.
