Title: Revisions to License Exception Availability for Consumer Communications Devices and Licensing Policy for Civil Telecommunications-related Items Regarding Sudan 
Abstract: This rule amends a general licensing policy of denial to one of case-by-case licensing for exports and reexports to Sudan of telecommunications equipment and associated computers, software, and technology for civil end use, including items necessary to improve civil network infrastructure. It also revises an existing license exception that applies to consumer communications devices to Cuba to authorize exports and reexports of such devices to Sudan. The Bureau of Industry and Security is making these changes consistent with the U.S. Governments commitment to the advancement of the free flow of information to, from, and within Sudan in response to the Sudanese Governments restrictions on expression and to facilitate generally the Sudanese peoples communications among themselves and with the outside world.
