DoD is issuing a final rule to amend the Defense Federal Acquisition Regulations Supplement (DFARS) to remove language based on 10 U.S.C. 2323. 10 U.S.C. 2323 expired on Sept. 30, 2009; therefore, the DFARS language that implemented this statute must be removed. DoD does not expect this rule to have a significant economic impact on a substantial number of small entities because it does not change the fundamental procurement policies that DoD has used to achieve strong small and disadvantaged business participation or to encourage the involvement of historically black colleges and universities and minority-serving institutions in defense-related research, development, testing, and evaluation.
