Title: National Industrial Security Program | |
Abstract:
This DoD interim final rule assigns responsibilities and establishes requirements related to the National Industrial Security Program (NISP) to ensure maximum uniformity and effectiveness for both DoD and non-DoD Components, as defined in this rule, for which the Department serves as the Cognizant Security Agency (CSA) and provides industrial security services in accordance with Executive Order 12829, "National Industrial Security Program." This ensures maximum uniformity and effectiveness in DoD implementation of the National Industrial Security Program (NISP). The addition of this rule is part of DoD's retrospective plan, completed in August 2011, under Executive Order 13563, "Improving Regulation and Regulatory Review." Executive Order 13563 emphasizes the importance of retrospective analysis of rules with its "look back" requirement, which states that "within 120 days of the date of this order, each agency shall develop…a preliminary plan." The plans should "facilitate the periodic review of rules that may be outmoded, ineffective, insufficient, or excessively burdensome, and to modify, streamline, expand, or repeal them in accordance with what has been learned."
