Title: Modernization of Confidentiality of Patient Records to Account for Health Information Technology 
Abstract:

The NRPM amends 42 CFR part 2 to update the regulations for the modern healthcare context with respect to electronic health records and health information exchanges. The intention of the proposed regulation would be to facilitate the inclusion of clinical information from programs and activities covered by 42 CFR part 2 and related data in the modern healthcare infrastructure while maintaining or strengthening appropriate patient privacy protections. The revisions to the regulations would remain consistent with 42 U.S.C. 290dd-2.
