Title: Adequacy of Incentives for Beneficiaries Participating in the Ticket to Work Program to Seek and Achieve Self-Sufficiency Through Earnings (3780A)
Abstract: This advanced notice of proposed rulemaking will pose several questions to the public regarding the best means by which to encourage Employment Networks to assist beneficiaries in seeking employment at a level that could lead to eventual financial independence. It will ask the public to weigh in on how we should define financial independence. In addition, we will announce in the ANPRM public teleconferences and webinar meetings to obtain input from stakeholders to determine how best to refocus the Ticket program (and its provider and beneficiary incentives) toward beneficiaries who are work-oriented and might become financially independent with the proper services and supports. We want to hear from program beneficiaries and others about what combination of incentives would best help beneficiaries to go to work and reach and sustain middle-class earnings.
