Title: Endangered and Threatened Wildlife and Plants; Listing Determinations for 23 Guam and Northern Mariana Islands Species 
Abstract:

We will make listing determinations under the Endangered Species Act for 23 Guam and Northern Mariana Islands species. We are required to designate critical habitat, to the maximum extent prudent and determinable, concurrent with a listing determination. Accordingly, we will develop a critical habitat determination for these species as a separate rulemaking action (RIN 1018-BA14).
