Title: Endangered and Threatened Wildlife and Plants; Critical Habitat Designation for the Packard's Milk-Vetch 
Abstract:

We will, if determined to be prudent and determinable, designate critical habitat for Packard's milk-vetch under the Endangered Species Act. We are required to designate critical habitat, to the maximum extent prudent and determinable, concurrent with a listing determination for the species. We will develop a listing determination for the Packard's milk-vetch as a separate rulemaking action (RIN 1018-AY90). Packard's milk-vetch is a perennial forb endemic to a small area in northeastern Payette County, southwestern Idaho. Packard's milk-vetch is restricted to localized and visually distinct sediments characterized by a whitish color, sparse vegetation, and high percentage of bare ground.
