Title: Amendment to the International Traffic in Arms Regulations: Revision of U.S. Munitions List Category XIV 
Abstract: As part of the President's Export Control Reform effort, the Department of State proposes to amend the International Traffic in Arms Regulations (ITAR) to revise Category XIV (toxicological agents, including chemical agents, biological agents, and associated equipment) of the U.S. Munitions List (USML) to describe more precisely the materials warranting control on the USML. This proposed rule revises USML Category XIV to establish a clear distinction between the USML and the Commerce Control List (CCL) for the control of these articles. The most significant change proposed in this rule is the movement of riot control agents to the export jurisdiction of the Department of Commerce. Other items, previously controlled on the USML, will also be controlled on the CCL.
