Title: ●Safeguarding of Restricted Data by Federal Employees and Contractors 
Abstract:

The Atomic Energy Act of 1954, as amended, established authorities for the Department of Energy to grant access and to develop the protection requirements for Restricted Data (RD) and Formerly Restricted Data (FRD). The current policy (10 CFR 1016) only contains requirements for access permittees. The purpose of this proposed new policy is to provide language relating to Other Government Agencies (OGAs) and their contractors access to and safeguarding requirements for RD and FRD. This will provide greater assurance that OGAs have clear and concise guidance pertaining to Restricted Data. Because of increasing access to RD and the sensitivity of this type of information, failure to protect RD or FRD from unauthorized individuals could be detrimental to National Security.
