Title: Additional Authorities for Planning and Environmental Linkages 
Abstract:

This rulemaking would amend the regulation by adding an additional authority for the use of planning products in the environmental review process required under NEPA. Specifically through this rulemaking, FHWA and FTA would interpret and implement MAP-21´s additional authority for FHWA and FTA to use planning products developed by States, MPOs, and other agencies during the transportation planning process in the environmental review process for a project.
