Title: Rules of Practice in Air Safety Proceedings
Abstract: The NTSB proposed amending one of its rules of practice that is applicable to cases proceeding on an emergency timeline. The proposed amendment would require the Federal Aviation Administration (FAA) to provide releasable portions of its enforcement investigative report (EIR) to each respondent in emergency cases, which are immediately effective. The NTSB's NPRM stated the Pilot's Bill of Rights, signed into law in August 2012, required the FAA's release of the EIR in non-emergency cases. The NPRM proposed extending this requirement to emergency cases, by amending a specific procedural rule that applies to emergency cases.
