The National Transportation Safety Board (NTSB) plans to add regulations to 5 CFR parts 8500 to 8599, to provide supplemental ethics regulations applicable to NTSB employees and Board Members. The regulations will provide necessary definitions specific to the NTSB, as well as procedural instructions concerning the NTSB's process for reviewing certain requests under the relevant ethics standards. The NTSB will work with the Office of Government Ethics in promulgating these supplemental regulations. Parts 8500 to 8599 will consist solely of internal, administrative regulations applicable only to NTSB employees and Board Members; therefore, under the Administrative Procedure Act, the part need not undergo the notice and comment procedure.
