Title: Station Blackout Mitigation Strategies [NRC-2011-0299 and NRC-2012-0031] 
Abstract:

These rulemakings: 1) Station Blackout Mitigation Strategies (RIN 3150-AJ08), and 2) Strengthening and Integrating Onsite Emergency Response Capabilities (RIN 3150-AJ11) have been merged with Mitigation Strategies for Beyond Design Basis Events ( RIN 3150-AJ49). This consolidated rulemaking would amend the Commission's regulations by revising and adding new regulations to address Fukushima Dai-ichi Near-Term Task Force Recommendations 4, 7, 8, 9.1, 9.2, 9.3 (with one exception:  Emergency Response Data System (ERDS) capability throughout the accident), 9.4 (modernized ERDS), 10.2, and 11.1. The NRC issued final regulatory bases for this rulemaking in two documents: 1) the station blackout mitigation strategies portion of the rule was issued in the FR on July 23, 2013 (78 FR 44035), and 2) the onsite emergency response capabilities portion of the rule was issued in the FR on October 25, 2013 (78 FR 63901). Preliminary proposed rule language for the onsite emergency response capabilities was published for information on November 15, 2013 (78 FR 68774).
