Title: Radiation Protection [NRC-2009-0279]  
Abstract:

This prospective rulemaking, if approved by the Commission, would amend the radiation protection regulations in 10 CFR Part 20 to achieve a closer alignment with the dose terminology and methodology recommendations of ICRP 103 (2007).  The current 10 CFR part 20 regulations are based upon ICRP 26 (1978).  This prospective rulemaking would also consider other revisions to the part 20 regulations including changes to the ALARA provisions (e.g., the use of a constraint value), a reduction in the dose limit to the lens of the eye (from 15 rem to 5 rem), a reduction in the dose limit to the embryo/fetus of a declared pregnant occupational worker (from 500 mrem to 100 mrem), expanding the categories of occupational workers subject to reporting under 10 CFR 20.2206 (REIRS database), and implementing the Commission's metrication policy with respect to any amendments made under this prospective rulemaking to Part 20 and other regulations.  SRM-SECY-12-0064 dated December 17, 2012 directed the staff to prepare a regulatory basis to support a proposed rule, and to submit that regulatory basis to the Commission as a voting matter.  This SRM also directed the staff to develop the regulatory basis in coordination with members of the public and other stakeholders (e.g., Agreement States, industry, Federal agencies).  As a preliminary step to preparing the regulatory basis, the staff prepared an Advance Notice of Proposed Rulemaking, which was published in the Federal Register on July 25, 2014 (79 FR 43284).  Due to requests from various members of the public, the public comment period for the ANPR was extended to March 24, 2015 (approval of a second extension request is currently pending (as of March 12, 2015) if approved, the comment period would be extended again to June 22, 2015).
