Title: Extension of Presumption of an Insurable Interest on Opposite-Sex Domestic Partners  
Abstract:

The Department of Justice has asked OPM to review its insurable interest annuity regulations under 5 CFR 831.613 and 5 CFR 842.605 in light of the U.S. Supreme Courts decision in United States v. Windsor 133 Supreme Court 2675 (2013). For that reason, OPM is proposing to amend 5 CFR 831.613 and 5 CFR 842.605 to extend the presumption of an insurable interest to opposite-sex domestic partners and is proposing to remove the unique burden placed on domestic partners to prove the existence of a domestic partnership before they may receive the presumption of an insurable interest.
