Title: Disaster Assistance Loan Program; Disaster Loan Credit and Collateral Requirements 
Abstract:

The SBA has revised its Disaster Loan Program Regulations in response to Recommendations 40 and 42 of the Hurricane Sandy Rebuilding Task Force, which was established pursuant to an Executive Order issued on December 7, 2012. The Task Force recommended that SBA, in part, (1) institute new and innovative process improvements to SBA's Disaster Loan program: and (2) increase SBA's unsecured disaster loan limits in order to expedite the disbursement of small dollar loans.  As part of its effort to institute new and innovative process improvements to SBA's Disaster Loan Program, SBA revised its Disaster Loan Program Regulations to allow for a modified approval process for both home and business loans which will consider the applicant's credit without the need to complete an entire cash flow analysis. Expediting the approval of certain SBA disaster loan applications will make processing more efficient because SBA can then dedicate more staff to potentially more time-consuming applications. SBA has also revised its Disaster Loan Program Regulations in order to increase SBA's unsecured disaster loan limits, which will expedite the disbursement of small dollar loans. Previously, SBA's limits on unsecured disaster loans, which do not require collateral, were $14,000 for physical damage and $5,000 for economic injury. The revised regulations raised the limit for economic injury loans for all disasters and for physical damage loans for Presidentially Declared Disasters to $25,000.
