Title: Removal of Obsolete Provisions From the CFR 
Abstract:

The direct final rule would remove from the Code of Federal Regulations 35-year old provisions which purport to guide the public to the locations of HHS regulations elsewhere in the CFR, and also to inform the public about the subject matter of Office of the Secretary regulations. This information is more readily available through other media.
