Title: Certain Nonylphenols and Nonylphenol Ethoxylates; Significant New Use Rule | |
Abstract:
The EPA is developing a final significant new use rule (SNUR) under section 5(a)(2) of the Toxic Substances Control Act (TSCA) for certain chemical substances commonly known as nonylphenols (NP) and nonylphenol ethoxylates (NPE). On October 1, 2014, the EPA proposed to designate any use of 13 NPs and NPEs as a "significant new use." The EPA also proposed that, for two additional NPs, any use other than use as an intermediate or use as an epoxy cure catalyst would constitute a "significant new use." The SNUR would require persons who intend to manufacture, import, or process certain NP and NPE chemicals for an activity that is designated as a significant new use by the proposed rule to notify the EPA at least 90 days before commencing that activity. The required notification would provide the EPA with the opportunity to evaluate the intended use and, if necessary, to prohibit or limit that activity before it occurs to prevent unreasonable risk to human health or the environment. |
