EPA/OCSPP RIN: 2070-AK09 Publication ID: Fall 2015
Title: ●Significant New Use Rule; N-ethylpyrrolidone (NEP) in Paint Remover Products
Abstract: EPA intends to propose a significant new use rule (SNUR) under section 5(a)(2) of the Toxic Substances Control Act (TSCA) for the use of N-ethylpyrrolidone (NEP) in certain paint remover products. The SNUR would require persons who intend to manufacture, import, or process NEP for an activity that is designated as a significant new use to notify EPA at least 90 days before commencing that activity. The required notification would provide EPA with the opportunity to evaluate the intended use and, if necessary, to prohibit or limit that activity before it occurs to prevent unreasonable risk to human health or the environment.
