Title: Private Sector Participation 
Abstract:

This rulemaking will develop procedures to address the impediments to the private sector's participation in public transportation capital projects through public private partnerships (P3s) and private investment. It will also include procedures to ensure the protection of the public interest and public investment in public transportation projects involving private participants.
