On January 13, 2005, the Commission published an advance notice of proposed rulemaking (ANPRM) to begin a proceeding for the development of a flammability standard to address risks of death, injury, and property damage from fires associated with open-flame ignition of bedclothes. Bedclothes that catch fire are a major contributor to mattress ignition. CPSC staff reviewed research indicating that mattresses and bedclothes operate together as a system in fires involving mattresses. Research has suggested that improved flammability performance of some bedclothes can reduce the fire hazard. CPSC staff reviewed public comments received on the ANPRM and is considering how information derived from implementation of the open-flame mattress standard affects bedclothes flammability. Staff will send a briefing package to the Commission.
